Cannabis laws in Berlin

Berlin follows Germany’s federal Cannabis Act, while the Berlin authorities apply their own enforcement and fine schedule.

Possession limits

No general retail market

  • On playgrounds and within sight of their entrances.
  • In child and youth facilities and publicly accessible sports grounds.
  • In pedestrian zones between 7:00 a.m. and 8:00 p.m.
  • On cultivation-association property and in certain protected or military areas.

Under the federal rule, “within sight” generally ends beyond 100 metres from an entrance, but visitors should not rely only on distance where the location remains visibly connected.

Tourists and cannabis clubs

Tourists should not assume they can legally purchase cannabis in Berlin. Cultivation associations are non-profit structures rather than shops, and membership requires adults to have lived or habitually resided in Germany for at least six months.

Street purchases remain illegal and expose visitors to legal, financial and health risks. Telegram, WhatsApp and Signal communities should be used for lawful information and social discussion only—not for arranging prohibited sales.
